despatch of the 12th September, I would
remind you that after prolonged
consideration the policy of His
Majesty's Government was conveyed to
His Majesty's Minister at Nanking in
Sir Austen Chamberlain's despatch

of the 20th April, 1929, and outlined
by His Majesty's Linister in his letter
